Recently, I was involved in a scam where I had to create this new account on paypal to make the payment. What I understood is that new accounts payments are put on hold for 21 days (but if verified, will complete after 7?).
Somehow I had convinced the scammer to refund the payment and I have a legitimate, valid screenshot of the refund that I confirmed to be true (Paypal had also confirmed that there was a refund initiated).
My question is how soon will I get the refund? and how does it work with Paypal? It should go to Paypal first and then to the seller correct? But if it has not reached Paypal and the seller had already refunded the payment, how will it come back to my account? (I used a debit card if that is any help).

If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account and a bit longer for a card, Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).

If the refund is PENDING and it was funded from their bank account then yes it can fail if they don't have enough funds in their bank account to fund the refund. They can't use funds in their balance if its only your payment as the fee would have been deducted from it and that is not returned by paypal when they issue that refund.
If its pending then its not completed as per my first post which was to do with refunds 'once completed'.
