Recover payment from an email address not on Paypal

I sent money via Friends and Family to the email address of a user I thought was on Paypal, but he was not. The receiver got the paypal email but does not use, nor wants to use Paypal. How do I recover my payment?

If he has NOT got a paypal account then the payment would be showing as pending/unclaimed and not SENT on your paypal account.

So as there probably is not a cancel option (if there is use it) then it will time out at 30 days and go back to you.
