Receive payment in Ukraine

I am from Ukraine and want to receive transfer from my friend. But I see Your Account May Only Be Used to Send Money. How I can change it?

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country so not all countries would be able to send you a f/f payment.
You still can't do commercial transactions and receive goods/services payments.
