How to resolve this issue kindly help me... ( On 8 Feb, tou authorised a payment of *** on your card.. if your payment is voided for any reason, the pending amount wont be charged. It may take few days for this to show on your card statment).
I have bought a online course. The particular amount is also cut from my account but still the person i want to send the amount have not received the amount.. whats the reason kindly help me with this.. Thanks,

I understand that you have sent money to someone and they are yet to receive money. Please be informed that when you have sent to money, the receiver will be notified about the payment details to claim the funds [you may ask them to check the account status and if they have confirmed their email address to receive money without hassle]. Since you have bought something online and made a payment through a card to the merchant then it is possible that the payment was processed as authorization. Authorization is an agreement between you and a merchant to purchase an item for a specific amount of money. A merchant can capture your payment at a later date if your item needs to be assembled or isn’t available. Some merchants will accept partial payments until you’ve paid the full amount. A capture is successful after it moves money from your PayPal account to the merchant’s PayPal account. After the merchant receives your authorized payment, your payment status is ‘Completed.’
In this case, if the person you sent money to doesn't claim the money within 30 days, the full amount will be returned to your PayPal account, credit card, or debit card, and all holds are released. It can take up to 5-7 days for the money to appear in the merchant’s PayPal account. We’ll send you an email after the merchant is paid. You’ll need to contact the merchant to cancel an authorization.
If the merchant is refusing to cancel the authorization or refund the money, then you can wait till the payment gets completed and then we encourage you to report it to our Resolution Center as soon as possible. For more details, please refer to this help center article.

I understand that you would like to cancel the payment. Please note that some payments can be canceled while others cannot. You may only cancel a payment in your 'Pending' payments which shows as Unclaimed, meaning it hasn’t reached the intended recipient. These payments are displayed with a ‘Cancel’ button alongside. You won't be able to cancel a pending payment that doesn't have a "Cancel" link. In this case, you’ll need to contact the recipient/seller and request a refund. If the recipient/seller doesn't agree to refund your money, you may be able to open a dispute in the Resolution Center. Please see more components here regarding canceling payment.
