Paypal fee 5.6%

Hello,

I am from Vietnam and i sent to a friend $3500, but she only got around $3311. It means paypal took ~5.6%, i don't know why it too high and i cannot find the relate article for this fee. 

I think it should be 4.4% plus $0.3
