Payments on hold

I've been with Paypal for a over a year, I don't sell anything, I've never had a complaint or return, I receive funds several times a month from the same sender, there is no tracking information because I don't send anything, but my payments are on hold. I'm constantly being told for security but Paypal takes their money off the top. I have been receiving money from the same company for over year (It's voice over work that is completed on their site and they pay me through Paypal) I spoke with my sender and they stated they have a handful of people that experience a hold and they don't understand why. My sender said it would be redundant to go into every person's account to verify every payment sent because they have clients all over the country they have to pay. Is there something I need to adjust with my account settings?

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If you mark the transaction as processed then the buyer or sender may have the option on their account to mark the transaction as delivery/satisfied. If the buyer or sender confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the buyer or sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
