Payment denied

I tried to pay tuition fee to school in Chicago but for some reason it seems there's some issue. I tried to pay with Visa card from Mongolian bank to US school. It says "Check your account at your card issuer before retrying this card."
I don't know if it's anyhow related that I have Russian citizenship
