PayPal cant withdraw money from DeviantArt

Hello
I am already asked DeviantArt community, and they said to ask PayPal about this. 
So when I am trying to withdraw money to PayPal, they getting voided.
I have confirmed mail and credit card.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.
