PayPal Canada account does not allow US bank as a payment method?

I connected to my US CIBC checking account to my personal Canadian PayPal account as a verified bank (in wallet). However when I try to pay an invoice or send money to other people, the US CIBC bank does not come up as an option for method of payment. I'm unsure why this is? since the bank has been verified and the invoices are in USD. 

If anyone has some insight or have come across a similar issue, please let me know thank you for the help!
