Pay fees on behalf of recipient

When sending money to the Phillipines from the UK from a business account, the recipients incur a fee. How can I pay the fee on behalf of them

Please be informed that Cross-border fees are applied to international personal payments and purchase payments. Cross-border fees are paid by either the sender or recipient of the payment, not both. Cross-border fees are charged due to the extra costs involved in processing multi-currency payments.
For more information on fees, click Legal Agreements at the bottom of any PayPal page, then click PayPal User Agreement and then click Fees.

Is it possible for the merchant (i.e. the sender) to pay the fees on behalf of the recipient?

The fees will automatically applied to the payment based on the payment type, and additional charges may incur if currency conversion is involved. It's not possible for the sender to pay the fees on behalf of the recipient.
