No goods and services option for payment

Option to chose payment type doesn't come up, defaults to F&F with no option to change. Is this a thing now, or can the seller re-enable the G&S option on their account? Or this something to do with the listed location of the seller?

As you haven't added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in so unfortunately we can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

Sorry, you didn't ask for that before. 

IF they are to be believed, Ukraine for one of their PayPals, US for the other (this one works fine, but they're being weird about using it).

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

Ukraine account holders still can't do commercial transactions and receive goods/services payments.
