My payment not going through to a friend

I cant withdraw money, till this point everything was fine, today I had a misunderstanding with a seller, probably he tried to report my account, now I can't send money to my friends neither. How can I solve this problem?

I'm sorry to hear you are having trouble withdrawing funds from your account. If you have a dispute open with a seller, this would not prevent you from withdrawing funds from your account.

You may have a limitation on your account that needs to be resolved. Please log in to your account, go to the Resolution Center and complete any steps necessary in order to lift the limitation which may be preventing you from withdrawing your funds.
