I sent money to my sister. I paid the service charge or whatever the fee was (I think it was 4% of the total transaction amount). After all charges, she is supposed to get $2000 USD but she received around $1911 usd ? When money sent as "goods and service" - does PayPal charge recipient again even after the sender paid 4% service charge? (the other FI money was debited confirmed, they did not deduct any fee).
