Transaction failed: We can't complete this transaction. The recipient has exceeded

So, someone is trying to send me money through PayPal. Earlier today they sent $406 and I withdrew it to my bank account (so yes, my account is verified). Now they want to send $1000 and they get the following message: "We can't complete this transaction. The recipient has exceeded the receiving limit and must provide more info to lift the limit."

 

What's going on?

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
