Keeps telling me add payment option when I try to send money

So I'm trying to send money with my credit/debit cards and I have three of them (all Visa) in my account. However, whenever I try to send money, PayPal tells me to add payment option. This is already unusual, and then I clicked add payment option and put in all my card information, but the same thing is still happening. Why can I not send money?

Did you confirm the card after adding it?

There is no confirm card link in my wallet..
