I hear receiving funds became available in Ukraine recently:

What about PayPal.Me links? Can I create and use one? I'm experiencing the same symptoms as a person here:

Not available. Keep in mind that the temporary expansion is for sending money between friends and family in service to relief efforts during the crisis/war and not all PayPal account features will be available unless PayPal announces more features here:
