If I receive a refund from PayPal for goods not received does the seller pay those fees?

Who pays for a refund? Do PayPal get the money back from the seller?

If you are issued a full refund from a merchant or seller then you get the full amount.

However the seller does not get the fee returned as part of any refund that they make so they still pay the fee to paypal for processing both original transaction and the refund.
