I want to withdraw from my USD balance to my (UK-based) Wise USD card.

I'm a UK-based merchant. I receive payments in multiple currencies, but primarily USD. I have no problem in paying PayPal's processing fees - I've paid tens of thousands of dollars over the years. But I'm not happy about being forced by PayPal to then pay an additional 3% above the mid-market rate to convert those USD to GBP. In other words, I want to withdraw from my USD balance to my (UK-based) Wise USD card. An online search will show that I am one of a great many PayPal customers unhappy with being gouged in this way.

Talking with multiple PayPal customer service agents, I've been told time and again that this is just how it is because of "regulations". When I ask what exactly the regulations are, I'm told I need to write to the PayPal legal team (my next step).

Is there anyone out there that has managed to navigate these shark-infested waters to a successful conclusion?

I am not a PayPal business customer but personal user. I was able to link my US dollar Account Details associated with my wise/ transferwise account to PayPal . That way I can push the money out of PayPal into the US dollar balance in Wise and then use wise to convert to my Can$ currency and extracted from Wise to my Main Can $ Account linked in Wise. Hope this helps.
