I'm having problems transferring my paypal balance to my bank account

I'm having problems transferring my paypal balance to my bank account, I already put the two small amounts that were transferred to confirm the account, but whenever I transfer, the money ends up going back to the paypal balance.

Is the name on your paypal account the exact same as the name on your bank account?

Yes, so much so that in the Paypal system, the bank is confirmed, and has already made those two small deposits to confirm.
