I have some questions about visa card , I’m using my sister visa card , Can I send money to a visa card? Note that the card is registered in my sister's name, not in my name.

I understand your concern about transferring funds. Unfortunately, you cannot transfer money from your PayPal account directly into another person's card or bank account. Please know that you can only link your own financials to your PayPal account in order to withdraw funds.
