I have been trying to transfer my PayPal Balance to my local debit card for months.

A while back, I was able to transfer my PayPal Balance into my debit card. Unfortunately, that card expired. 

Since then, I haven't done much transferring until now. When I linked one of my debit cards to my account, the transfer didn't work or didn't show up. So I contacted a support team in the PayPal message center asking what I should be doing. They then told me to "have a VISA card from a local bank" in the country (Saudi Arabia) my PayPal was made. Therefore, that is exactly what I did. 

After I linked my new debit card into my account, I decided to try and transfer. And guess what? I got the exact same problem. Right before I am about to transfer, it states that it cannot transfer my funds, and the transaction has failed. 

I have been trying to solve this for months, and even the support team told me to go make a new bank account. Nothing has worked at all. I would love some assistance and help for anybody who can help me.

Are you still in Saudi?

Only Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

Hi! Thank you so much for your response. Yes I am still living in Saudi Arabia. 

My cards, bank accounts, phone number, address are all still Saudi. So I don't know what the issue can be? I tried to transfer but I'm still getting the same issue. 

Is there anything else that could be potentially the problem?

Did you confirm the card after adding it with the 4 digit code?

If so it may have to be a credit visa as per this article.

When I try to confirm the card, it doesn't allow me to. It tells me to try another card or contact my bank, but when I look in the transaction history in my bank it shows that PayPal took out 1.00 SAR from my bank. 

I am using a VISA Debit Card. I have tried credit cards from local banks but they are not working either.
