I cant receive money from others i can only send money

Hello, So I've been dealing with this problem since I linked my card to PayPal, I live in Bosnia and Herzegovina, I have my MasterCard linked to my PayPal account, I can send money to anyone without any problems BUT I can't receive money, when somebody sends me the money they will just get an error message basically saying that the payment couldn't been completed Dozens of people tried to send me the money yet nobody managed to do it, what could be the issue here? My card is verified

Then add a credit VISA to be able to receive funds.
