I cannot transfer USD dollar from Paypal balance to Wise local USD bank account.

After selecting my Wise bank account, I input USD amount to transfer and click Next. It just showed error "Sorry about that. We can't complete this for you..."

Could you help please?

Is it a virtual/digital bank? If so then paypal don't support them.

Nope not wrong, sometimes folks can add and even confirm a digital/virtual bank but they will hit problems trying to use it and paypal advise you not to try.
