How to pay with paypal funds without the need of a CC

So i was planning on doing a course on coursera its 71 dollars for 3 months and the payments options on the site are creditcard and paypal

and i am from the netherlands and its not so normal to have a creditcard so for me to use paypal is great so yesterday i wanted to pay for that course but then it asked for my cc information to compleet the purchase so what the use to put funds on my account when i cant even use it to pay for stuff because it ask for my cc info that i dont have and cant give why is this happening and is there a way around this problem i want to use my paypal funds to pay for stuff ???

I'm sorry you're having trouble making a purchase. If your balance is not showing as an option when you're checking out, you may be running into our Security System. Our Security System reviews each transaction. If it detects higher than average risk, it may limit what payment methods are available. When logging into your account, I recommend using a consistent device with your location services turned on. You may also want to allow 48 hours between payment attempts. If your balance still doesn't show as an option, please contact Customer Support by clicking 'Contact' at the bottom of any PayPal page.
