How long is a received payment held for a new user (<$70)?

Hi!  We opened our PP account a while ago in case any of our customers wanted to pay with PP.  We used it for the first time yesterday to receive a payment less than $70.  It's a virtual service, nothing to ship (we marked it as shipped), and it's on hold.  If there was a data scheduled for its release we'd feel somewhat better, but 15 hours later there is still nothing scheduled.  Are they really going to hold our money for 21 days???     That chat bot is useless and tells us to go to resolution center because there's something else they need to know about our business, but our resolution center is clear - so what do we do?  The help article doesn't clarify anything.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If you mark the transaction as processed then the buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the buyer verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.

21 days unless they suspend your account then it's another 180 days now 14 days is all they need to clear any upcoming charges since you can't use your account but like me they think it's ok to hold it for 201 days total not so everything clears 14 is all they need for that so they are making money by holding our money we don't get the interest as my balence in hold is only 2300 after 201 day maybe 1 dollar would be gained but 21 day only a few cents so millions of dollars held for 21 days equals hundreds of thousands every 21 days and are balence doesnt go up I think a class action lawsuit to get compensation for what they have taken is in order
