How do I get help from PayPal for problems with money not received?

When I go to the "New Message to Customer Service" there is no option for problems receiving money. There is only 

• Password and account access
• Payments
• Account profile and set up
• Disputes and account limitations
• Donations
• Business solutions

  Clearly none of these options apply to problems receiving payments. Is it not possible to contact customer service if I can't receive payments from other people?

This is so difficult just to get a refund for the money I sent my son. Not a business transaction! He has a lost card account and can’t remember username, password and he believes there is $300 plus my $38 PayPal isn’t helping me at all very disappointed please help me Deborah Breeden my son Joseph Breeden
