How do I appeal a closed case when I did not receive the service paid for?

Hi All,
I recently paid for an Australian Visa application through what I now believe to be a fraudulent website. I have raised this in the Resolution Centre and they have closed the case stating that the service associated with this transaction was delivered to me. There was no service performed and I have checked that a letter sent to me "approving my visa" application is a forgery as confirmed by the Australian Immigration authorities. I had submitted these bogus letters to PayPal and despite me informing that an applicant must apply personally for a visa. They do not entertain agents to do this. Despite this complaint together with other material facts provided to PayPal resolution center, they have simply closed the case on the above basis. This is not at all fair and furthermore PayPal are enabling these fraudsters to cheat members of the public. I hope that some good soul out there is able to provide me with some justice.

In the event of an item received but not as described dispute its always one persons word against anothers.
If you paid and received something then paypal do not get involved in quality or quantity issues.
Best take out private legal action against the seller yourself if you have a small claims court or similar in your country?

Thanks for your reply but I really think that there has not or ever been ANY service provided by the seller. They have purported to apply for a visa when they cannot do so. Also, when I sent an email to cancel my application, they sent me a supposed letter approving my visa from the Australian Immigration authority who have confirmed that that "approval" is a forgery. How can PayPal simply say that the service is provided? This is totally unfair to me. Furthermore, PayPal seem to be complicit in this fraud as the seller does not have the authority to apply for a visa on behalf of third parties. I fel that PayPal are neglecting their responsibility especially after I have highlighted this fraud to them. It is pretty simple to confirm if the seller is genuine or not. How can PayPal accept the fact that the service that this bogus site is offering is correct?
