How can i activate my account in Egypt to recive transfers from upwork?

I can't fully activate my paypal account, to transfer funds from upwork. I am in Egypt.

Thanks for your help, but i really dont get it.
Do I have to have a US bank account? Which i dont have, i linked my credit card and still i cant transfer my funds to paypal from UPwork.
Or does this article mean that Egypt is illegible for the transfers ?
