How can I stop paypal from holding my money?

Paypal keeps holding my money for 21 days and it really frustrates me. I am working as a freelancer and the payment method that my client is using is only Paypal. Whenever they send out our salary, it's only me who gets my money on hold. It's frustrating as I am living paycheck to paycheck, I have bills to pay and Paypal is the only reason my payments were delayed. How can I stop Paypal from holding my money? Do I need to send any government documents for them to prove that I am a real person with a clean record and not a criminal?

I already requested for them to increase my monthly allowable transaction of Php20,000 - 50,000 a month, but they just ignores it and they did not give me any update. I tried to reach them through chat support but chat support is not available unless I select any transaction on my account (I have not a problem with any transaction, why would I select any of them?) I can't reach them through call as I am living outside the US.

I am sorry to hear your funds are currently being held. I know this must be frustrating. Funds can be held for various reasons, for example if you are new to receiving payments with PayPal.

Don't worry. The money still belongs to you. It is just unavailable temporarily as PayPal is following a common industry practice to help ensure a safe environment for receiving/sending payments. 

PayPal are always reviewing users accounts. If they find that you have been receiving payments without any issues, you would be removed from these holds. I cannot provide you with a timeframe for this I'm afraid. All I can advise you is to keep receiving your payments as usual, and not have any unresolved issues with your account.
