Holds have an “available by” date by HOLD

So I’m having the same payment pending HOLD issue. I marked invoice as shipped and received the default “You’ll get your money within 1 day of delivery” message. When I look at same invoice under Activity tab it shows “Available by July 15” . Which am I to believe?

I completely understand your concern about your funds on hold. When you receive a goods & services payment, the funds will be held by our standard 21 days hold. Delaying funds availability is a common industry practice we implement to help ensure the secure use of PayPal. Once you upload the tracking information in the transaction details page, we will automatically verify the delivery and release the payment within 24 hours right after the delivery. But the option to add a tracking information link is unavailable reporting ' ...experiencing problems'?
