a msg pops out and says"We’re sorry, looks like something went wrong on our end. Please try to submit again",what to do?

I see you're concerned about receiving a refund. In order to receive a refund, you don't have to do anything from your end. You will have to contact the merchant and they will be able to issue the refund. If they face any issues, you can ask them to contact PayPal support for further help.
