Forced to continually add ANOTHER Payment Option but it goes nowhere

When trying to send money to friends and family abroad, I am asked to add a payment option, and after I do, it makes me do it again. I currently have my bank account entered TWICE & my cc already in the system. I sent funds internationally YESTERDAY without issue. What happened today?
