Fnb bank

I keep getting this error code on paypal. Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions. And then FNB sends me a notification That say the transaction was declined due to insufficient funds. But i want to cash out my money on paypal

Has to be a linked and confirmed bank account not a card.
