Fiverr withdrawals failed on Paypal.

I want to withdraw my money from Fiverr but it seems that I am not able to receive them in my Paypal account and doesn't even tell me why. I asked on Fiverr forums but they said that I should look for support on Paypal. 

It says on my earnings page "Withdrawal initiated" and I receive an email from Fiverr that the withdrawal was successful, but after a few minutes it says "Withdrawal failed". I do not get any confirmation email from Paypal whatsoever.  I am from Ukraine.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments which a withdrawal from fiver would be classed as.
