A private party paid me $4200 through PayPal for a service I provide and I was charged $127 fee by PayPal. I told him that and he said nobody else he pays has that happen. Can anybody guess why that happens?

Fees for goods/services payments are in paypals user agreement for your country.
All sellers that accept payments for goods/services pay a fee.
Advice is voluntary.
