Enormous costs for transaction

Hello,
My friend should send me some money (390 €).
Before to do it with Paypal I checked and I saw that it should cost him 3.99 Euro and nothing to me. It was OK.
So he transferred it. And I received not 390 € as meant but 368,63 €.
No idea why what is wrong. And how we can resolve or revert it.

Sounds as if he sent the funds using the goods/services option instead of using friends/family and so you were charged a fee.
Advice is voluntary.

He says that he choose it right.
But
a) Even for goods/services it is enormous commission (more than 5% ?)
b) can it be corrected or reverted?

Typically, when a refund is sent back to the original sender, the initial fee would not be refunded. You can see more about fees here.
