Absolutely not! PayPal does not ask you to buy ANY gift cards to receive money/release funds.
And adding tracking numbers to release funds is optional. PayPal releases any funds on 21-day hold, after 21 days and tracking number should be provided through the payment record in your activity page. Not by direct email to the buyer, for your protection.
