Did not receive money.. Paypal says almost half of it is 'On Hold' ???

Sent an invoice.. my guest for a holiday rental paid the invoice.   Now Paypal claims almost half of the amount is "On Hold" and wont release it for 21 days..

I am *SO* done with Paypal. 😞
