I see you're facing issues completing a payment and are getting error. It is possible that certain merchants don't accept PayPal card or PayPal balance payments. In such cases, you will have to change the funding source and try completing the payment using a card or bank account. Also, its possible that you're running into security checks and the system is stopping the transaction. Here are some of the reason why a Payment can be Declined
If the issue is from the card, then give a call at the number mentioned behind the card. I hope this is resolved soon.
