Denied Transfer by Card - No support

For 2 months I'm unable to send payments to my bank account, and every time it says: "Denied - Transfer using Card". I've tried to update the card info and then sent the money again, but still says there's a problem and it can't send the money now.

Tried all solutions in the help: Activating the card, activating the email, ... etc. and still no solution at all. Also Paypal messages is not working, confirming no customer support agents available at any time.

Hi, I have the same problem and it seems no body answering in customer support expect on Twitter and they told me they have limited capabilities and I should contact the support on the site which I did after checking with the bank and everything, but still no support available at any time. This is important issue and need to be solved.
