I’m trying to send money to someone from my PayPal balance but it keeps saying Payment declined that I can not complete the transaction at the moment that I should try again later and unable to log into my PayPal app but can login using the website

I am having the same problem. Even Venmo does it... Unable to make the payment for 2 days now.

Are the funds in your balance cleared and not pending.
Are they in the correct currency the recipient accepts?
Are you sending goods/services or friends/family payments?
