I am trapped in a similar problem: In order to charge my PayPal account I transferred from my post account 200 Swiss francs. The amount was transferred to Bank of America Zürich branch into an account owned by PayPal. On my PayPal account it never appeard.
After exhausting the chat bot I could submit the transaction document to a human supporter. He closed down the chat stating that he is not competent. By phone I was not able to reach PayPal help desk personnel: I waited on the ringing phone until my account was empty - about 25 minutes.
There is no way to reach the responsible of this company. Opening a court case was not possible, because there is no prove that the money was arrived on my PayPal account and used up by me or not.
Therefore I suggest avoiding PayPal when amounts are higher than 10 Swiss francs.
