Client not able to make payment on my paypal.me invoice

I have created a paypal.me profile. I created an invoice and share the link with my client to pay. However he gets the below error:

"You can't send money right now. Your recipient can't accept money right now"

I have add a bank account to my paypal account already. Not sure why the paypal.me link doesnt allow payment to happen. Kindly help.
