Cant receive the payment from Patreon

Hello
I made the page on Patreon, but I cant get payment from it to my PayPal Account. 

I make a request for a transfer in patreon, withdraw money from the balance, and then return it back to the account with the comment "return to the balance of funds that could not be withdrawn." Moreover, I created a support ticket, but it was immediately closed. Why?

Also, I am from Ukraine and login in Patreon via Facebook. (Facebook and paypal have the same email). 
Patreon's support cant do nothing, they say that I have to write to Paypal or Payoneer. Payoneer dont respond too (they send no answer to my tickets and put status "resolved". Same as paypal. Nice service.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
You still can't do commercial transactions and receive goods/services payments.
