Cannot transfer PayPal balance to bank account

PayPal will not allow me to transfer money that’s in my PayPal balance to my bank   account and I need it there urgently.

Transferred before?

Transferring to a bank account or debit card?

Does the names match your paypal account and the billing address the same as your paypal account addy?

Any limitations?

Are they in the correct currency?
