Can't create Paypal.me link

I'd like to create a paypal.me link so that I can accept tips and donations for my hobby stuff. I tried to follow multiple instructions on the internet on creating paypal.me account, but unfortunately popular instructions way does not work. After I click 'Create paypal.me link' on paypal.me web site I am just redirected to my paypal account. I searched for create paypal.me options everywhere on my account settings, but there seems no such a link.

Can someone tell a reliable way to create paypal.me link? Are there any limitations on getting such a link?

Paypal.me is not available in Ukraine. Only friends and family payments can be sent/received or making purchases in Ukraine. No receiving of commercial payments. So you cannot request money/send invoices.

Thank you for the information.

It would be nice if Paypal could show this information in a more explicit way, say when user clicks a 'Create Paypal.me link' button. This is not obvious, especially when it silently redirects to user account page. And it would be nice if Ukraine could be explicitly listed as 'unsupported country' on PayPal.me.
