Can paypal payments be restricted to the Wallet balance only?

Can my papal be set so only the money on the Balance can be taken to prevent risk of money being taken out of my linked bank account on an unexpected claim? Currently if a charge is made to PayPal that exceeds the balance it automatically takes from the linked bank account instead of rejecting the charge for insufficient funds.
I've noticed that it used be a charge could not go through if there was an insufficient balance in the PayPal wallet. I liked this because if a scammer gets into my account there is a delay of a few days to take more than what the papal wallet balance was because it takes a few days for any bank transfers to get more money. This seems more secure since I'm more likely to catch the scammers activity before a significant loss occurs from my linked bank account.

That's a great question. Regrettably, there is no way to reject a payment from being sent if the PayPal balance is low and there is a back up payment method in the wallet.
