Can a seller refuse payment from me because of a claim

good day I purchased an item from PCS Elektronik d.o.o. for -€293.83 EUR, Transaction ID: 2SD36303UR4831813 on 3 August **** at 10:28:44 AM PDT and the item was not received in good working order as sell advertised, after conversation with Seller I had no choice but to file a claim which I was refunded on 23 August **** at 1:50:18 AM PDT, Transaction ID: 8L038253GY7013234, Now this Seller has emailed and said they will not accept Paypal payments from me cause of the claim which was not my fault, my question is that has the seller any right not to refuse paypal for another item I will to purchase.

You can't force a seller or merchant to sell to you unfortunately.
