Add or withdrawal of money

Hello, I opened PayPal account recently, added Visa card which was confirmed. I have received three payments so far, but due to hold period of up to 21 days I still haven't transfered any money into my account ( on my Visa). I don't see transfer button at all. Is there option to transfer only a portion of the balance? Can I add Payoneer Mastercard to PayPal?
