PayPal is most likely making profit by delaying as much as possible the unblocking of personal accounts because they earn interest on your money. Interest gains on a small amount does not seem like much, but cumulatively, by doing this on many accounts for millions of dollars, it must amount to a LOT of money. The amount of interest they make on limited accounts is far less than the amount they would earn on fees by that person continuing to trade, so a ban is a last resort.
Advice is voluntary.
